[Edit] Background and contexthigher education and labour;unesco legal document 1997, confers many rights along with duties of higher education teaching professional. At the implementation stage the incumbent govts which are abdicating their funding responsibilities are throwing their gauntlet stating that the sphere of education is not coverd within the ambit of labour.this vicariously take s away the Rights of HE professionals to air their grievences through teacher bodies. This is against exercising the right to freedom of expression.under developed countries like india srilanka and others are still groping to eradicate the problems of literacy,poverty,women empowerment,child labour are yet accept education as a fundamental right.the fund starved govts take it easy to target education, that too higher education and keep both of them out of budgetary provision. hence this area needs to be debated globally |
